匈牙利在担心什么?央行黄金储备跳增至原来十倍

摘要:匈牙利央行宣布,该国的黄金储备从10月之前的3.1吨激增至31.5吨。这也是该国央行32年以来首次增持黄金。该行表示,此举是为了支持该国金融稳定和增强市场信心。实际上,不仅仅是匈牙利,波兰央行近期也大量增持黄金,其黄金储备已经升至至少35年来最高水平。
伴随着避险情绪的爆发,黄金市场近期大放光彩。而匈牙利的一个举动令市场感到震惊,该国央行(Magyar Nemzeti Bank,MNB)宣布,匈牙利的黄金储备激增至原来10倍的水平!
在本月之前,匈牙利的黄金储备为3.10吨。仅仅在10月份的前两周,该国的黄金储备就增加了28.4吨,使得其黄金储备总量达到31.5吨。
实际上,这是自1986年(即32年前)以来,匈牙利央行首次增加黄金储备。且这28.4吨黄金是以“实物形式”购买的,已经被运回匈牙利。有趣的是,匈牙利当前的黄金储备数量和70年前持平。

目前来看,匈牙利拥有的31.5吨黄金储备价值达到约12.4亿美元。据该国央行的说法,黄金储备在该国国际储备中的份额已经上升至4.4%。
增加和运回黄金储备可以被认为是经济史上的重要一步。自1924年匈牙利国家银行(央行)成立以来,黄金储备一直保持不变,但在过去几十年里波动很大,这取决于持有黄金的目的。
匈牙利央行指出,当前增加黄金储备的决定是以稳定为目的。黄金不仅适用于极端的市场环境,也适用于国际金融体系出现结构性变化以及出现更深层次的地缘政治危机时。黄金在正常时期也有建立信心的作用,即黄金可以在稳定和防御方面发挥作用。
越来越多的国家关注黄金储备
黄金仍然被认为是世界上最安全的资产之一。越来越多的国家决定在利用黄金作为传统储备资产方面发挥决定性作用,并增加了黄金储备。波兰央行近期也加入了全球央行买入黄金的行列。
黄金头条此前提到,国际货币基金组织(IMF)数据显示,波兰央行在今年9月继续增加黄金储备,当月增持4.4吨,使得其黄金储备总量达到117吨,至少是35年来最高水平。此前两个月,波兰央行也一直在增持黄金,7月和8月分别增持了2吨和7吨。
值得一提的是,诸多国家将黄金运回国的行动也一直在进行。奥地利在过去三年里从伦敦的英格兰银行运回了140吨黄金,现在几乎完成了这一运回行动。
再加上近年来备受瞩目的德国黄金运回计划,以及荷兰央行类似的行动,金融博客ZeroHedge指出,趋势很明显:欧洲的各国央行十分注重用黄金支撑其国际储备,因为正如匈牙利央行所言,“黄金仍然被认为是世界上最安全的资产之一。”

西雅圖反特朗普示威會場爆槍擊至少5人中槍
美国华盛顿州西雅图市中心一个反特朗普示威会场发生枪击案,至少5人中枪,其中两名伤者有性命危险。

据当地电视台拍下片段显示,警方派出多名警员戒备,案发现场有多辆警车停泊,气氛紧张。

警方发言人表示,他们仍在確认疑犯身份,但已知枪手为男性。警方否认枪击案是针对反特朗普示威,强调只是个人爭执引起。枪击案发生后,示威者仍然继续游行。

其中一名在案发现场附近工作的便利店经理向传媒哭诉,约於傍晚6时45分,其中两名伤者走到她工作的便利店,她顿时感到十分恐慌,要求警方保护她。

宾夕法尼亚州一名男子涉嫌袭击两名赶来处理家庭纠纷的警察,射死一警并重伤另一警。周四(11月10日),他和一名女子的尸体同时被发现。

美國媒體報導,賓夕法尼亞州西南部今天凌晨有兩名警察遭射傷,其中一人今晨送醫後不治。

路透社報導,位於賓夕法尼亞州匹茲堡西南方約40公里的卡農斯堡(Canonsburg)發生攻擊後,警方正在搜捕槍手,呼籲當地居民不要外出,待在家中。

據WPXI.com報導,其中1名警察被空運至匹茲堡1家醫院,另1名警察被救護車送往卡農斯堡的醫院。

It's finally over: Donald Trump has secured 304 Electoral Votes following the Texas vote (with 2 faithless electors), officially securing the presidency of the United States.  Of course, the now official President-Elect Trump took to twitter to confirm the victory:



Texas' 36 electoral votes for Trump pushed him over the edge at around 4:30 Central Time, even though two rogue electors' defections deprived Trump of one of those votes. That gave Trump 304 total electoral votes.

A quick recap of the day's events from the WSJ:


Members of the Electoral College meeting in state capitals across the country on Monday confirmed President-elect Donald Trump’s victory in the 2016 election, ending a last-ditch campaign to deny him the presidency. Mr. Trump amassed at least 270 electoral votes on Monday afternoon—enough to officially become the president-elect over his Democratic rival, Hillary Clinton, according to a tally of votes by the Associated Press.

Typically just a formality, this year’s Electoral College vote attracted an outsize amount of attention after a group of mostly Democratic electors made a late push to block Mr. Trump’s path to the White House. They argued the Electoral College had a constitutional duty to act independently of the will of the voters in extraordinary circumstances. Protesters gathered in several state capitols across the country to encourage electors to reject Mr. Trump.

Four Democratic electors in Washington state broke ranks—with three casting ballots for former Secretary of State Colin Powell, and one for Native American activist Faith Spotted Eagle. In the vice presidential vote, the Washington vote was even more unusual, with electors casting votes for a trio of female U.S. senators: Elizabeth Warren of Massachusetts, Maria Cantwell of Washington and Susan Collins of Maine. Another elector cast a ballot for Winona LaDuke, an environmental activist.

Several other attempts by electors to cast ballots failed. The Associated Press reported that attempts by Democratic electors in Colorado and Maine to vote for Vermont Sen. Bernie Sanders failed. In Maine, the elector was ordered to vote again, while in Colorado an elector was replaced.

For those following today's Electoral College vote, here is the latest vote tally as of 4:50pm ET:

268 electoral votes had been cast for Trump,
160 electoral votes had been cast for Hillary Clinton.
Moments ago, Montana cast 3 votes for Donald Trump which means he is two Electoral votes away from being elected president of the United States.

Those looking for surprises in today's vote will be disappointed, at least so far: All of the electors in Indiana, Tennessee, West Virginia, South Carolina, Mississippi, Pennsylvania, Arkansas, Arizona, Louisiana, Ohio, Kentucky, North Carolina, Kansas, Georgia, Alabama, Idaho, Wisconsin, South Dakota, Oklahoma, Nebraska, Florida, Michigan, Utah, Wyoming, Missouri and North Dakota voted for Trump, as per their states' votes on Election Day. Illinois, Vermont, Virginia, Delaware, Connecticut, New York, Rhode Island, Maryland, Minnesota, New Hampshire, New Mexico, Colorado and Oregon have all backed Clinton, in line with their states' votes.

Trump also won a vote from one of Maine's two congressional districts, which awards a vote to the popular vote winner. Clinton received the other three, as per the results on Election Day. Eight of Washington state's 12 electors voted for Clinton--but four went rogue, two voting for Colin Powell and two voting for "faith spotted eagle" according to the AP, as reported earlier.

Every four years, we gather on these steps to carry out the orderly and peaceful transfer of power, and we are grateful to President Obama and First Lady Michelle Obama for their gracious aid throughout this transition. They have been magnificent.

Today's ceremony, however, has very special meaning. Because today we are not merely transferring power from one administration to another, or from one party to another -- but we are transferring power from Washington, D.C. and giving it back to you, the American People.

For too long, a small group in our nation's Capital has reaped the rewards of government while the people have borne the cost. Washington flourished -- but the people did not share in its wealth. Politicians prospered -- but the jobs left, and the factories closed.

The establishment protected itself, but not the citizens of our country. Their victories have not been your victories; their triumphs have not been your triumphs; and while they celebrated in our nation's capital, there was little to celebrate for struggling families all across our land.

That all changes -- starting right here, and right now, because this moment is your moment: it belongs to you.

It belongs to everyone gathered here today and everyone watching all across America. This is your day. This is your celebration. And this, the United States of America, is your country.

What truly matters is not which party controls our government, but whether our government is controlled by the people. January 20th 2017, will be remembered as the day the people became the rulers of this nation again. The forgotten men and women of our country will be forgotten no longer.

Everyone is listening to you now.

You came by the tens of millions to become part of a historic movement the likes of which the world has never seen before. At the center of this movement is a crucial conviction: that a nation exists to serve its citizens.

Americans want great schools for their children, safe neighborhoods for their families, and good jobs for themselves. These are the just and reasonable demands of a righteous public.

But for too many of our citizens, a different reality exists: Mothers and children trapped in poverty in our inner cities; rusted-out factories scattered like tombstones across the landscape of our nation; an education system flush with cash, but which leaves our young and beautiful students deprived of knowledge; and the crime and gangs and drugs that have stolen too many lives and robbed our country of so much unrealized potential.

This American carnage stops right here and stops right now.

We are one nation -- and their pain is our pain. Their dreams are our dreams; and their success will be our success. We share one heart, one home, and one glorious destiny.

The oath of office I take today is an oath of allegiance to all Americans.

For many decades, we've enriched foreign industry at the expense of American industry; subsidized the armies of other countries while allowing for the very sad depletion of our military; we've defended other nation's borders while refusing to defend our own; and spent trillions of dollars overseas while America's infrastructure has fallen into disrepair and decay.

We've made other countries rich while the wealth, strength, and confidence of our country has disappeared over the horizon.

One by one, the factories shuttered and left our shores, with not even a thought about the millions upon millions of American workers left behind.

The wealth of our middle class has been ripped from their homes and then redistributed across the entire world.

But that is the past. And now we are looking only to the future. We assembled here today are issuing a new decree to be heard in every city, in every foreign capital, and in every hall of power.

From this day forward, a new vision will govern our land.

From this moment on, it's going to be America First.

Every decision on trade, on taxes, on immigration, on foreign affairs, will be made to benefit American workers and American families. We must protect our borders from the ravages of other countries making our products, stealing our companies, and destroying our jobs. Protection will lead to great prosperity and strength.

I will fight for you with every breath in my body -- and I will never, ever let you down.

America will start winning again, winning like never before.

美國總統當選人特朗普(70歲)週五宣誓就職,成為美國第45任總統。他從現任總統奧巴馬手中接掌政權后,美國正式進入新時代。

特朗普和妻子梅拉妮亞(46歲)週四由紐約特朗普大樓出發,首次搭乘機身印有“美國”的候任總統專機抵達華盛頓,出席各項活動。特朗普夫婦下機時,首次接受軍禮迎接。
他出發前還發推文說:“旅程已經開始,我將非常努力工作和奮鬥,投入為美國人民效力的偉大旅程。”

特朗普夫婦週五早晨前往拉斐德公園旁的聖約翰教堂禱告。準副總統彭斯(57歲)夫婦,以及新任國防部長麥提斯來到教堂。禱告結束后,特朗普夫婦前往白宮與奧巴馬夫婦茶敘。

特朗普與家人在就職前一日,出席位于白宮不遠的華盛頓特朗普國際酒店共和黨慶祝活動,並前往阿靈頓國家公墓獻花,下午參加在林肯紀念堂舉行的慶祝音樂會,與支持者共賞煙火。

特朗普當選前后,美國社會陷于撕裂,他在演唱會尾聲發表簡短演講,承諾會令美國變得團結及強大。

“我們要會團結國家,我們會做一些很多很多年來沒有為國家做過的事。我答應你們,將會有所改變。”最后就向一直支持自己的家人致謝。

演唱會于林肯紀念堂前舉行,從現場的片段可見,特朗普與家人一同現身,而且表現得相當投入,更一度開口唱歌。同場亦有大量觀眾,氣氛頗為熱鬧。而台上就有著名樂隊3 Doors Down等表演嘉賓獻唱。

特朗普上任后料將立即簽署四或五項行政命令,自下周一起將發出更多行政命令,不等國會批准就盡可能廢除目前民主黨政府的每項政策,涵蓋移民、環境、能源和勞動規則等領域。

German Press: "That Was No Presidential Speech; That Was A Declaration Of War"

Following yesterday's openly confrontational, deliberately protectionist presidential address by president Trump, which in various circles has been dubbed the "American carnage" speech for obvious reasons, some of Obama's closest foreign friends are scrambling to find a role in a world that has drastically changed in less than 24 hours. One of them is the foreign leader whom Obama spoke to last before vacating the White House, German Chancellor Angela Merkel, who vowed on Saturday to seek compromises on issues like trade and military spending with Trump, adding she would work on preserving the important relationship between Europe and the United States.

"He made his convictions clear in his inauguration speech," Merkel said in remarks broadcast live, a day after Trump vowed to put 'America first'.

Speaking at a news conference in the south-western town of Schoental, Merkel - and finding herself in a world where many of her "established" friends have been swept away by the tide of "populist anger" - suddenly struck a more conciliatory tone toward Trump than Vice Chancellor Sigmar Gabriel, who on Friday said Germany should prepare for a rough ride under the new U.S. president.

"I say two things with regards to this (speech): first, I believe firmly that it is best for all of us if we work together based on rules, common values and joint action in the international economic system, in the international trade system, and make our contributions to the military alliances," Merkel said. Judging by Trump's fiery sermon, he disagrees.

"And second, the trans-Atlantic relationship will not be less important in the coming years than it was in past years. And I will work on that. Even when there are different opinions, compromises and solutions can be best found when we exchange ideas with respect," added Merkel.




The conservative German leader, who is seeking a fourth term and enjoyed a close relationship with former president Barack Obama, is seen by liberals across the Atlantic as a voice of reason that counterbalances rising populist parties in Europe. That voice, however, has rising problems at home, where her approval rating has tumbled over the past year due to her immigration policies, where "radical" views such as those espoused by Trump are gaining traction.

As Reuters notes, relations with the United States, Germany's biggest trading partner, are likely to be a hot topic in electioneering in coming months leading to a general election in September. And in the aftermath of the Trump speech, which defined Trump's "negotiating baseline", Merkel will have no choice but admit weakness in accepting compromises with a man who has criticized her decision in 2015 to throw open Germany's borders to asylum seekers fleeing wars and conflicts, and has said he believes other countries will leave the EU after Britain and that the NATO military alliance was obsolete.

Yet while Merkel may be hoping for a fresh start with the new US president, her domestic institutions and media will be far less forgiving to any indication of weakness from the chancellor.

The best example of this, so far, is an article penned this morning by Gabor Steingart, chief in chief of Handelsblatt, Germany's leading economic newspaper, who burned all compromise bridges when he said that "that was no presidential speech; that was a veritable declaration of war."

The savage criticism continued:"Threatening in tone. Cold and calculating in logic. Change minus the hope. Donald Trump used the traditional Inauguration Day address to settle a score with the U.S. political establishment going back decades. With four ex-presidents sitting a few feet behind him, the 45th president delivered a populist manifesto."


He notes than any attempts at compromise will fail because "the new president loves a good fight, not consensus. He doesn’t want to hug, but to smother, to overwhelm" and add that "in domestic policy, the Trump agenda sounds like a blueprint for civil war; in foreign policy, it sounds like the dawn of a new ice age."

Hardly an amicable setting for Merkel to be demand compromises.

For the German press what hope there is that the Trump phenomenon will be promptly overthrown lies in the face of three opponents: "Opponent No. 1: The other America. Across the country, an anti-Trump movement is growing"... "Opponent No. 2: The Media. Among publishers, producers, filmmakers and journalists, Trump has hardly any friends. CNN, The Washington Post, The New York Times and Hollywood couldn’t warm to the volcanic personality of the new president."... "Opponent No. 3: The Political Party System. Washington is having an allergic reaction to Trump. Democrats and even Republicans are cooperating on Capitol Hill to investigate the Trump team’s contacts to Russia in a special committee."

It is clear on whose side the German economic press is; the bigger question for Merkel is whether in the aftermath of this "war" by Trump, the German people will side with her, and distance themselves from the "American populist", or whether the backlash against the establishment will reverberate further, leading to even more pain for Merkel in the upcoming polls.

Finally, should Merkel's "compromise" approach fail, will Germany respond to Trump's "declaration of war" in kind, and will it be simply trade, or conventional?

北京时间今天上午,特朗普又在推特上给墨西哥来了个下马威:

明天是国家安全计划的大日子,有很多事要做。其中一件就是,我们将建墙!



据澎湃援引媒体报道,称特朗普将在25日签署有关建设美墨边境墙的命令。特朗普计划在25日前往国土安全部时签署行政命令,将联邦资金转移到建设美国与墨西哥之间的边境墙项目上。

上述媒体称白宫正在考虑停止接收叙利亚难民入境,并削减来自具“恐怖主义倾向”国家的难民,而该命令最早可能将于本周三签署。

修建美墨边境墙是特朗普竞选期间最核心和具有争议的承诺之一。特朗普称,修建边境强对于控制非法移民进入美国至关重要。

特朗普twitter发出后,墨西哥比索对美元汇率应声下挫。墨西哥比索兑美元一度跌0.30%,刷新日低至21.5908。


上述媒体称特朗普本周也将计划将合法移民纳入限制目标。特朗普将停止一项已有几十年的项目,该项目给予难民庇护。他计划暂停接受来自叙利亚和其他几个主要穆斯林国家的难民入境,这些国家被认为具有“恐怖倾向”。

“新官上任三把火”,特朗普就职第一周看起来很忙碌,已经点了“好几把火”:叫停“奥巴马医保”,退出TPP,宣布美墨边镜建墙,推动两大输油管线建设以及会见英国首相特雷莎·梅等等。
自1月20日宣誓就职以来,特朗普已经签署了10多份行政命令。并且,他还延续了其“推特治国”之路,第一周还发了四十多条推特。
特朗普在首周的言行一一兑现了其在竞选中的承诺,似乎在向外界展示其“说到做到”的决心。越来越多的迹象表明,特朗普无意改变其在竞选期间所提出的具有民粹主义倾向的主张。市场随之波动:道指突破2万点,墨西哥比索上蹿下跳。
“在特朗普上任这几天,美国人和其他国家的人们一样都感到困惑,”英国《金融时报》援引美国前总统尼克松、福特、里根、克林顿的政治顾问David Gergen称,“对于他的支持者来说,好消息就是特朗普一直都没有改变。但这对于他的反对者是一个坏消息,因为反对者们希望他能够变得更加像总统,也更理性。”

上任第一把火烧向了“奥巴马医保”
正式就职几个小时后,特朗普就签署了第一道行政命令,叫停了“奥巴马医保”计划,特朗普要求最大限度降低该法案可能产生的财政负担。而在此前一周,国会参众两院也以绝对票决优势先后通过了废除奥巴马医改的决定。
特朗普此举践行了其大选期间的承诺。在特朗普看来,奥巴马的平价医疗法案并不“平价”,而废除该法案,是去年大选期间特朗普的核心主张之一。
退出TPP
1月23日,特朗普在就任后的首个工作日就签署了另一道行政命令,正式宣布美国退出跨太平洋伙伴关系协定(TPP)。他表示,退出TPP对于美国工人来说是件“大好事”。
此外,特朗普当天还签署了另外两项行政命令,分别是停止联邦政府部门雇佣新员工(涉国家和公共安全的部门除外)以及禁止联邦政府向可提供堕胎服务的机构提供资金。
特朗普从竞选初期就一直强烈反对TPP,他还将TPP称作“国家的潜在灾难”。他承诺,一旦当选,便废除TPP。
现在看来,他已兑现这一竞选承诺。
另外,同日(23日),特朗普在白宫会见工商界领袖,包括特斯拉创始人Elon Musk、福特汽车CEO Mark Fields等。特朗普表示:“监管法规将被大幅削减,税负会大为下降。”同时,他强调,将对那些把工厂迁往美国以外的公司征收很重的“边界税”。
美墨边境建墙
1月25日,特朗普签署行政命令,将沿着美国与墨西哥边境建造约2000英里的墙,并削减联邦政府向庇护州和庇护城市(Sanctuary states and cities)的拨款。此举被视为他遏制移民和提高国家安全的重要一步。
特朗普在兑现其竞选期间许下的另一个承诺,他此前就一直“扬言”要建墙。
另外,特朗普在周三接受ABC新闻采访时说,美墨边境墙的建设将在几个月内开始,建墙的计划将立刻展开。而墨西哥将向美国支付“100%”的费用。
而就在特朗普决定建墙的当天,美墨双方正在华盛顿就贸易和双边关系举行会谈。

推动两大输油管线建设
当地时间周二(1月24日),特朗普签署行政命令,决定重启美加“拱心石”XL输油管道项目。此举直接推翻了奥巴马任内否决该项目的决定。同日,特朗普还签署行政命令,批准北达科他州输油管道建设项目。
特朗普称,将重新谈判“拱心石”XL项目的部分条款,并表示“如果将管道建成,我们将带来很多工作,2.8万工作,伟大的建筑工作!”
2015年11月,奥巴马政府以不符合美国国家利益、削弱美国在气候变化问题上的国际领导力为由否决了该项目。
特朗普会见英国首相特雷莎·梅
上任一周以来,特朗普将更多的精力放在内政上,而会见英国首相则是这一周最重要的外事活动。1月27日,特朗普在白宫与英国首相特蕾莎·梅举行会谈,随后召开联合记者会。梅是特朗普任内首位访问白宫的外国领导人。

以“极端审查”限制移民美国
特朗普近日宣布推出措施,以“阻止极端伊斯兰恐怖分子入境美国”,宣布美国将暂停接收难民120天;停止接收叙利亚难民,除非“形势出现重大转变”;至少90日内限制伊拉克﹑叙利亚等多个国家人民入境美国。
同时,特朗普将2017年的接收移民上限设在5万人,这是原有上限的一半以下。其他措施还包括不再容许移民在没有接受面试下续领签证。
特朗普在竞选时曾表示会完全禁止伊斯兰教徒入境,曾引发一时轰动。

据多家媒体报道,西雅图联邦法官James Robart周五裁定,暂停实施特朗普的移民禁令,该裁定将在全美范围内适用。该诉讼由华盛顿州提起。

西雅图法官的临时限制令对于特朗普来说,无疑是一个挫折。不过,特朗普政府仍然可能通过上诉使移民禁令继续生效。白宫周五晚称,特朗普的移民禁令是合理而适当的,美国司法部将会提交一个紧急动议,来停止该法官的裁定生效。

此前,在1月27日,特朗普签署了行政命令,暂停来自7个穆斯林国家的移民以及签证的发放,为期90天。这7个国家包括伊朗、伊拉克、叙利亚、利比亚、索马利亚、苏丹以及也门。在行政命令中,特朗普同时还禁止所有难民入境美国,禁令将实施为期4个月的时间。

美国华盛顿州总检察长Bob Ferguson随后在1月30日宣布,他正在就总统特朗普禁止7国穆斯林入境美国的不合理行政令起诉特朗普。华盛顿州成为第一个对特朗普的“移民禁令”采取法律行动的州。若起诉成功,这将令特朗普的不合法行政令在全美范围内失效。明尼苏达州随后也加入了诉讼。

法官James Robart在裁定书中称,他裁定暂停移民禁令的部分原因是,他认为原告有很大的获胜可能,若不暂停实施,将对原告造成不可挽回的伤害。

华盛顿州总检察长Bob Ferguson称,移民禁令对于该州的影响包括对企业的经济影响,受影响企业包括微软,星巴克和亚马逊等。这些公司拥有1000多名已经预定了航班的客户,是来自上述7个国家的。明尼苏达州也阐述了禁令对于高校学生的影响,该州的540万居民中包括了3万多移民来自上述七国。

特朗普曾在波士顿取得胜利

在此之前,特朗普曾在波士顿地方法院上,取得在法庭上的移民禁令首胜。

1月29日,美国联邦地方法官Allison Burroughs和治安法官Judith Dein曾签署法庭限制令,下令政府应允许特朗普移民禁令所针对的合法持证者进入美国,并立即释放已经被暂扣的类似人士。该临时法庭限制令有效期为7天,将于2月5日过期。

2月3日,波士顿联邦法官Nathaniel Gordon判决称,由于特朗普政府已修改了移民禁令,所以此前的法庭限制令已经无效。
